There are many classic examples of using the Force, from Obi-Wan's "These are not the droids you're looking for" to cinematic Force pushes during lightsaber combat in Ahsoka.

Suppose Anakin is sparring with Obi-Wan. Anakin declares "I'm going to use the Force to push you back!" The result is determined by Obi-Wan, who gets to decide, in a dramatic fashion, what happens. They may say something like "I'm pushed back, but manage to stay on my feet," or "I jump to the side, so it's only a glancing blow."

If Obi-Wan decides to counter with the Force, as in "I push back with the Force," or "I leap to the platform above you to avoid it," it's still a use of the Force against Anakin's effort, so Anakin gets to decide the results. Anakin might reply "we struggle to a stalemate," or "I leap to the platform as well."

If Anakin uses the Force to use an inanimate object to interfere with Obi-Wan, it's the same as an attack directly on Obi-Wan, which Obi-Wan gets to resolve. If Anakin says "I hurl the 0-NO droid into Obi-Wan's path," Obi-Wan still gets to decide what happens. "I use my lightsaber to slice the 0-NO droid into two halves, so it doesn't hit me."

The Attacker declares the use of the Force, but the Defender is the one who decides the effect, preferably something dramatic!
